On September 10, 2026, regional representatives from the Philippines’ Department of Science and Technology (DOST) and officials from the University of the Philippines (UP) System visited Taiwan's Bureau of Industrial Parks (BIP). The delegation was hosted by Home 2 Taiwan (H2TW), Edu-Connect Southeast Asia Taiwan, the Bayanihan Lab Network, and Kaohsiung Medical University (KMU) through its International University Social Responsibility initiative.

Conveners Dr. Yong-Chao Su, Professor at KMU, and Dr. Eing-Ming Wu, President of Edu-Connect, introduced the newly developed "Transnational Human Capital Development" Framework. Within this framework, discussions focused on Taiwan's multi-sector collaboration models and BIP’s "One Town, One Park" policy, which transforms traditional industrial zones into sustainable, worker-friendly environments. The dialogue highlighted pathways to support student incubation projects through a complete business cycle, equipping the youth with skills and mentorship to lead community innovation and local development.

Recognizing the vital role of industrial parks and human resource development, the participating institutions aim to maintain a continuous exchange of operational best practices, concentrating on key sectors including biomedicine, renewable energy, AI and software, and net-zero initiatives.

H2TW advances this mission by transitioning Overseas Filipino Workers (OFWs) into Overseas Filipino Specialists (OFS). By providing them structured mentorship, fellowship, and community support, H2TW delivers a comprehensive human development strategy for the Filipino community in Taiwan and opens pathways for a highly skilled, borderless workforce. Beyond academic and career opportunities, H2TW also creates long-term stability for Filipino scholars in Taiwan. Its comprehensive support system cultivates a genuine “home away from home,” where dedicated mentors and fellow Filipinos guide students through cultural adjustments, academic/professional expectations, and daily life abroad.
