What does it look like when a Taiwanese company genuinely invests in its Filipino workforce? On September 24, 2026, Home 2 Taiwan (H2TW) conveners Rudy Emperado and Neena Ebron visited Chiamin Steel Industry Corp. (加銘鋼鐵) in Daliao District, Kaohsiung, to witness firsthand how the company supports its Filipino employees.

Founded in 1986, Chiamin Steel has established itself as a trusted name in metal processing, providing high-precision laser cutting, plasma cutting, and bending services for Taiwan’s shipbuilding, yacht, machinery, cold-chain, and green-energy sectors. Yet behind its success lies a deep commitment to employee well-being. The company actively invests in the welfare of its overseas workers, ensuring they feel safe, valued, and fully supported in their daily working environment.

During the visit, General Manager Dr. Sandra Hsieh highlighted the company’s philosophy in treating workers as essential partners in corporate success. By fostering a supportive and protective environment for its twenty-plus Filipino employees, Chiamin Steel exemplifies Home 2 Taiwan’s vision of holistic migrant care.

A Filipino who comes to Taiwan as an Overseas Filipino Worker (OFW) should have a path to grow into an Overseas Filipino Scholar (OFS), gaining new skills, certifications, and even degrees while working abroad. Employers like Chiamin Steel, who invest in their workers' development, make that path real. Every skill gained on the factory floor and every credential earned in Taiwan moves a worker from being counted as labor to being recognized as talent.

Every OFW eventually comes home. Home 2 Taiwan works so that the return is a step up, not a restart. Sustainable reintegration means Filipinos return with savings, skills, credentials, and networks that let them start businesses, lead in their industries, or share what they learned with their communities. The skills built at companies like Chiamin Steel are the foundation of that homecoming, and they are the best pasalubong a worker can bring back to the Philippines.

Most importantly, when Filipino diligence meets a Taiwanese employer that treats its workers as partners, both sides grow. We thank the Chiamin Steel family for opening their doors to Home 2 Taiwan.

This visit is also a lesson in Transnational Human Capital Development (THCD). Taiwan faces an aging population and a growing shortage of skilled workers in manufacturing, healthcare, and long-term care. Filipinos bring more than labor to that need: they bring skills, work ethic, and a cultural fit that makes them lasting partners in Taiwan's industries. Home 2 Taiwan's role is to build people, not just fill positions, through holistic migrant care, the OFW-to-OFS pathway of training, upskilling, and credentialing, and a commitment to sustainable reintegration when our kababayan return home. Every future H2TW initiative will be read through this same THCD lens.
