KMU, Edu-Connect, and H2TW Host WVSU Learning Mission on AI Telemedicine and Indigenous Rural Healthcare

From September 15 to 19, 2026, Kaohsiung Medical University (KMU), in partnership with the Edu-Connect Southeast Asia Association, hosted a delegation from West Visayas State University (WVSU). The learning mission covered AI telemedicine, indigenous rural healthcare and University Social Responsibility (USR). Its goal was to help bring fair access to healthcare to remote and indigenous communities in the Philippines.

At KMU, delegates visited the AI Physical Therapy Center and the Telecare Center, where they saw how AI, robotics and a central telecare hub support patient care. They also visited IRCAD Taiwan (the Asian Institute of TeleSurgery) to see how high-speed networks and surgical training raise the standard of care across the region. In Pingtung, the group went to Pingtung Christian Hospital and KMU's rural healthcare facility in Sandimen Township. There, KMU's USR programs bring quality care to indigenous mountain communities while respecting their culture.

The mission ended with a briefing by Dr. Eing-Ming Wu at the Edu-Connect office on Southern Taiwan's talent development and knowledge economy, followed by a meeting with the Edu-Connect neighborhood highlighting the role of a healthy environment and green spaces in a holistic ONE HEALTH Initiative. Delegates are returning to the Philippines with concrete commitments to turn these lessons into local reforms.

Taiwan's population is aging fast, and the Philippines is positioned to be one of its most important partners in meeting that need. As Taiwan's demand for geriatric care, rehabilitation and long-term care workers grows, Filipino caregivers, nurses and allied health professionals bring both the skills and the cultural warmth this work requires. Home 2 Taiwan (H2TW) sees this as the foundation of Transnational Human Capital Development (THCD): training, upskilling and credentialing Filipino talent so they arrive not just as workers, but as partners equipped to grow alongside Taiwan's healthcare system. This learning mission is one part of that vision, and every H2TW initiative going forward from telemedicine to eldercare to AI training will be read through this same THCD lens of building people and developing transnational talent.
