Can the Philippines build AI capacity without adding to its carbon footprint? That question brings a Taiwan–Philippines delegation to UP System President Angelo A. Jimenez at Executive House, UP Diliman.

A data center built for the next decade. The delegation presents the Net Zero AI Computing Data Center initiative: computing power for research, teaching and public service, run on clean energy from the start. For a national university with campuses across the archipelago, shared computing could open AI research to students and faculty far beyond Metro Manila.

From Taiwan’s experience to UP’s campuses. Taiwan’s strength in semiconductors and high-performance computing offers a practical model. The discussion covers how that experience can support UP’s own AI projects and research groups, so that the facility is run and improved by Filipino engineers and scientists.

The first of several stops. The meeting opens a four-day program from October 6 to 9 across Manila, Los Baños, where the delegation continues talks with partners on sites, research and people.

This conversation is also a lesson in Transnational Human Capital Development (THCD). A data center is only as valuable as the people who can use it. Taiwan, facing an aging population and growing demand for skilled engineers, researchers and caregivers, gains the most from partners who build talent alongside it. The Philippines’ strongest contribution is its people: young engineers and scientists who bring skills and adaptability, not just labor. Home 2 Taiwan’s role is to build people, not just fill positions, through training, upskilling and credentialing. Every future H2TW initiative will be read through this same THCD lens.
