October 7, 2026 | Where AI Meets the Cyber Campus: UP Open University Explores a Net Zero AI Data Center with Taiwanese Partners

Can a cyber campus live only in the cloud? At the UP Open University (UPOU) in Los Baños, Laguna, Chancellor Dr. Joane V. Serrano and her cabinet sit down with a Taiwan delegation to find out. The delegation includes Dr. Eing-Ming Wu of Edu-Connect Southeast Asia, Dr. Yong-Chao Su of Kaohsiung Medical University (KMU), President Robert Chen of Luna-Vitas Inc., and partners from NADI and JA Energy. The visit comes one day after UP System leadership endorsed the initiative in Diliman.

A data center that arrives by container. The Taiwanese partners show how modular containers bring AI computing, power, cooling, and monitoring together on one line, ready in months rather than years. A digital twin lets operators watch every container from a single dashboard. When needs grow, new lines are added like building blocks.

Resilience starts at home. For Chancellor Serrano, the question goes beyond technology. "We should not just be relying on cloud services alone," she says, pointing to UPOU's new cybersecurity and resilience work with the UP Resilience Institute. Any data center on campus, she adds, must be net zero, environmentally sound, and accepted by the community, so that "when they go to UPOU, we are really a cyber campus."

Questions worth asking. UPOU's deans, directors, and finance officers raise the practical questions: land, power during typhoon season, water for cooling, maintenance, and how the facility fits UPOU's plans for solar power. Both sides agree that transparency with the surrounding community matters as much as the engineering.

Building the people behind the machines. The conversation turns to talent. The two sides discuss an AI micro-credential program modeled on the existing semiconductor micro-credential with UPOU, as well as Taiwanese experts co-teaching in UPOU's Diploma in Computer Science. The visit ends with an inspection of candidate sites on campus.

This conversation is also a lesson in Transnational Human Capital Development (THCD). Every AI data center needs skilled people to run it, from GPU systems and liquid cooling to energy and digital twins. Taiwan, facing an aging population and rising demand for skilled professionals across healthcare, industry, and technology, needs partners who can grow with it. The Philippines' strongest contribution is its people, who bring skills, adaptability, and cultural fit, not just labor. Home 2 Taiwan's role is to build people, not just fill positions, through training, upskilling, and credentialing that open careers at home and across the region. Every future H2TW initiative will be read through this same THCD lens.
