Guided by Mr. Lai Pen-Yuan’s humble and grounded values, and his deep care for public well-being, the foundation is dedicated to advancing health promotion and holistic wellness within the Chinese-speaking community.

What We Do

1. Education & Skills Development We provide Filipino migrant workers and students in Taiwan with language classes, professional skills training, digital literacy programs, and cross-cultural learning opportunities. These programs help them adapt more smoothly to life and work in Taiwan, transforming “labor” into capable, confident talent—ready to grow without borders.
2. Workforce Support & Industry Integration Taiwan faces a serious labor shortage, while migrants seek opportunities to build a stable future. Through cultural orientation, language preparation, and practical skill training, migrants become more than temporary labor. They become reliable, effective members of the workforce, building long-term relationships with employers while strengthening their own professional foundations.
3. Borderless Talent Capital When their time in Taiwan comes to an end, migrants bring home more than income. They return with new skills, language abilities, and cross-cultural experiences that can uplift their communities and industries in the Philippines. They are no longer simply returning workers—they become “borderless talent capital,” carrying knowledge and hope back to their families and hometowns.
4. Universities as Bridges With years of USR (University Social Responsibility) experience, Kaohsiung Medical University works alongside Filipino institutions such as UPOU and BPSU to connect education, culture, and industry. Universities serve not only as centers of knowledge, but as bridges linking Taiwan and the Philippines—creating training pathways that develop people from labor, to talent, to transformative human capital.
5. Visibility & Resource Mobilization We build platforms that share the stories of migrant workers and students—their challenges, growth, and transformation. By making these journeys visible, we encourage foundations, organizations, and companies to recognize the value of supporting them. Through long-term resource mobilization, this initiative can grow beyond one-time aid into a sustainable cycle of empowerment.
6. Well-Being & Cultural Exchange We care for the everyday needs of Filipinos living in Taiwan. Through meaningful weekend activities, wellness programs, and community gatherings, we create safe spaces for rest and connection. Cultural exchange events—centered around food, music, traditions, and shared experiences—help build mutual understanding between Taiwanese and Filipino communities, fostering a more inclusive and compassionate society.
